F) in winter because the "green programs" (wind/solar) can't provide enough energy full-time, and they need to limit high priced NG from Russia to keep from going broke. "Green Programs" are just another excuse for "CONTROL". The Club of Rome invented global warming in 1968 as a way to get control of populations.
